Pre-heat the oven to 160 degrees Celsius (320 F).
Line a 20 cm (8-inch) springform pan with parchment paper and grease the bottom and sides well.
Sift the flour into a medium bowl, and add the rest of the dry ingredients: baking powder, baking soda, sugar, and salt. Mix with a whisk and set aside.
In a separate bowl, mix water, oil, apple sauce, vanilla extract and butter-flavored extract.
Mix the milk and vinegar in a small bowl and add to the bowl with the wet ingredients.
Gradually add the dry mixture to the wet mixture, and stir until combined.
Pour about 3/4 of the batter into the greased pan. Add spirulina powder to the batter left in the bowl and mix well.
Gently pour the blue batter over the white batter in zigzags or spirals.
Using a toothpick, create small spirals in the batter.
Place in the oven and bake for about 50 minutes or until a toothpick comes out clean.
Remove from the oven and let cool on a wire rack.
Once the cake has cooled completely, release the spring, and turn it carefully onto a serving plate. Remove the baking paper and turn the cake over again.
Sprinkle with powdered sugar, and then sprinkle a bit of blue spirulina powder using a fine-mesh sieve.
